1.  It strains the leaves and other large impurities from the intake water to prevent them from being drawn into the pump and causing the pump to not work as designed.
2. It provides a volume of water that helps the pump function as “self priming”.   When a Sta-Rite or Pentair Pool pump in turned on, the water stored in the intake basket is pumped out of the pump housing.   When this water is pumped out, it creates a vacuum in the suction line.   When the vacuum exists in the suction line, it will pull water into the suction line.   And assuming the suction line is properly connected to the pool, the pool water will fill the suction line.    This process continues for the first miniute or so and as the water slowly displaces the air in the intake basket.   After a miniute or so, the pump then functions as designed.
